From tabletop to muscle memory: Designing exercises that work

A useful exercise creates better judgment and coordination—not simply a polished after-action report.

Start with a decision objective

Choose the decisions the exercise should test. A dramatic scenario without a decision objective usually produces discussion rather than learning.

Make the pressure realistic

Realism comes from competing priorities, incomplete information, and credible timing—not theatrical detail.

Observe the system, not the individual

Look for unclear authority, information bottlenecks, missing stakeholders, unusable plans, and assumptions that fail under pressure.

Turn lessons into owned actions

Limit findings to changes that matter, assign an owner and date, and retest the highest-risk gaps.
